Within the highly organized nuclear structure, specific nuclear domains (ND10) are defined by accumulations of proteins that can be interferon-upregulated, implicating ND10 as sites of a nuclear defense mechanism.Compatible with such a mechanism is the deposition of herpesvirus, adenovirus, and papovavirus genomes at the periphery of ND10. However, these DNA viruses begin their transcription at ND10 and consequently initiate replication at these sites, suggesting that viruses have evolved ways to circumvent this potential cellular defense and exploit it. Other ND10-associated proteins (...) belong to ubiquitin-related pathways. These findings, together with the accumulation of various overexpressed cellular and viral proteins, suggest that ND10 function as nuclear dumps or as nuclear depots. Consistent with the recruitment or deposition of various proteins and viral genomes adjacent to ND10, ND10 themselves may only be protein accumulations at specific but as yet undefined nuclear deposition sites. The concept of specific nuclear deposition sites may explain the juxtaposition of various nuclear bodies and allows testable predictions about a potential supramolecular regulatory mechanism whereby proteins are selectively segregated or released by global changes induced in nuclear functions such as viral infections, stress, or hormonal induction. The authors apply the issue life cycle model to analyze the 1999 through 2001 dispute between the Securities and Exchange Commission and the accounting profession concerning auditor independence. The analysis also brings additional insights that extend understanding of the issue life cycle and issues development. This analysis highlights the roles of a trigger event, the shift of an issue from a technical concern to a public debate, and likely recurrence. The reappearance of the auditor independence issue in 2002 with accounting (...) scandals is consistent with the article’s findings and highlights the use of the issue life cycle model and issue evolution. The inherent conflict in the taxation of married couples versus single individuals is examined. With competing social and economic outcomes, the taxation of married couples is tied to societal values and the political environment. The authors illustrate the issue by describing three methods of personal income taxation currently used across the globe. Factors such as stakeholder interests, workforce participation, and the political environment are important in determining acceptable trade-offs. Analyzing this issue in terms of the issue life cycle, the authors (...) conclude that in the United States the marriage tax penalty will be an enduring issue because of competing values and interests. In contrast, the authors consider heuristics to be adaptive strategies that evolved in tandem with fundamental psychological mechanisms. The recognition heuristic, arguably the most frugal of all heuristics, makes inferences from patterns of missing knowledge. This heuristic exploits a fundamental adaptation of many organisms: the vast, sensitive, and reliable capacity for recognition. The authors specify the conditions under which the recognition heuristic is successful and when it leads to the counter-intuitive less-is-more effect in which less knowledge is better than more for making accurate inferences. Arguably the most influential models of human decision-making today are based on the assumption that two separable systems – intuition and deliberation – underlie the judgments that people make. Our recent work is among the first to present neural evidence contrary to the predictions of these dual-systems accounts. We measured brain activations using functional magnetic resonance imaging (fMRI) while participants were specifically instructed to either intuitively or deliberately judge the authenticity of emotional facial expressions. Results from three different analyses revealed (...) both common brain networks of activation across decision mode and differential activations as a function of strategy adherence. We take our results to contradict popular dual-systems accounts that propose a clear-cut dichotomy of the processing systems, and to support rather a unified model. According to this, intuitive and deliberate judgment processes rely on the same rules, though only the former are thought to be characterized by non-conscious processing. (shrink)

Starting from an abstract setting for the Lüders-von Neumann quantum measurement process and its interpretation as a probability conditionalization rule in a non-Boolean event structure, the author derived a certain generalization of operator algebras in a preceding paper. This is an order-unit space with some specific properties. It becomes a Jordan operator algebra under a certain set of additional conditions, but does not own a multiplication operation in the most general case. A major objective of the present paper is the (...) search for such examples of the structure mentioned above that do not stem from Jordan operator algebras; first natural candidates are matrix algebras over the octonions and other nonassociative rings. Therefore, the case when a nonassociative commutative multiplication exists is studied without assuming that it satisfies the Jordan condition. The characteristics of the resulting algebra are analyzed. This includes the uniqueness of the spectral resolution as well as a criterion for its existence, subalgebras that are Jordan algebras, associative subalgebras, and more different levels of compatibility than occurring in standard quantum mechanics. However, the paper cannot provide the desired example, but contribute to the search by the identification of some typical differences between the potential examples and the Jordan operator algebras and by negative results concerning some first natural candidates. The possibility that no such example exists cannot be ruled out. However, this would result in an unexpected new characterization of Jordan operator algebras, which would have a significant impact on quantum axiomatics since some customary axioms (e.g., power-associativity or the sum postulate for observables) might turn out to be redundant then. Summary In the first part of this contribution, the three probably most influential conceptions of evolutionary epistemology are surveyed, as they were put forward by Konrad Lorenz, Gerhard Vollmer, and Rupert Riedl, respectively. It is demonstrated that, as far as the essentials are concerned, these conceptions largely correspond with each other as well as with a further conception advanced by Karl Popper from the point of view of Critical Rationalism. It can be clearly shown, moreover, that fundamentals of the latter (...) conception can be traced back to Popper's earliest publications (e. g., to hisLogik der Forschung [The Logic of Scientific Discovery]). By means of an examination of the language used by these authors, it is tried to elucidate the fact that, for the reasons of lacking consideration of the lingual/non-lingual distinction and of faults and inadequacies in consequence of this lack alone, the proposed conceptions can be rejected as being at least highly defective. Ensuring the trustworthiness of autonomous systems and artificial intelligence is an important interdisciplinary endeavour. In this position paper, we argue that this endeavour will benefit from technical advancements in capturing various forms of responsibility, and we present a comprehensive research agenda to achieve this. In particular, we argue that ensuring the reliability of autonomous system can take advantage of technical approaches for quantifying degrees of responsibility and for coordinating tasks based on that. Moreover, we deem that, in certifying the legality (...) of an AI system, formal and computationally implementable notions of _responsibility_, _blame_, _accountability_, and _liability_ are applicable for addressing potential responsibility gaps (i.e. situations in which a group is responsible, but individuals’ responsibility may be unclear). This is a call to enable AI systems themselves, as well as those involved in the design, monitoring, and governance of AI systems, to represent and reason about who can be seen as responsible in prospect (e.g. for completing a task in future) and who can be seen as responsible retrospectively (e.g. for a failure that has already occurred). To that end, in this work, we show that across all stages of the design, development, and deployment of trustworthy autonomous systems (TAS), responsibility reasoning should play a key role. This position paper is the first step towards establishing a road map and research agenda on how the notion of responsibility can provide novel solution concepts for ensuring the _reliability_ and _legality_ of TAS and, as a result, enables an effective embedding of AI technologies into society. We attack the SSK's rejection of the distinction between discovery and justification (the DJ distinction), famously introduced by Hans Reichenbach and here defended in a "lean" version. Some critics claim that the DJ distinction cannot be drawn precisely, or that it cannot be drawn prior to the actual analysis of scientific knowledge. Others, instead of trying to blur or to reject the distinction, claim that we need an even more fine-grained distinction (e.g. between discovery, invention, prior assessment, test and justification). (...) Adherents of the SSK, however, maintain that the distinction is useless and perhaps nonexistent. We first argue against the assumption that the SSK's objection to the DJ distinction is just the same as Thomas Kuhn's. Second, we point out general weaknesses of the SSK's arguments against the DJ distinction. Finally, we argue that the distinction is useful not only in order to explicate what is meant by an evaluation but even for the empirical explanation of knowledge. We use two case studies from the history of cognitive science to support this point. (shrink)

Combinatorial operations on sets are almost never well defined on Turing degrees, a fact so obvious that counterexamples are worth exhibiting. The case we focus on is the symmetric-difference operator; there are pairs of degrees for which the symmetric-difference operation is well defined. Some examples can be extracted from the literature, e.g. from the existence of nonzero degrees with strong minimal covers. We focus on the case of incomparable r.e. degrees for which the symmetric-difference operation is well defined.

Soare [20] proved that the maximal sets form an orbit in${\cal E}$. We consider here${\cal D}$-maximal sets, generalizations of maximal sets introduced by Herrmann and Kummer [12]. Some orbits of${\cal D}$-maximal sets are well understood, e.g., hemimaximal sets [8], but many are not. The goal of this paper is to define new invariants on computably enumerable sets and to use them to give a complete nontrivial classification of the${\cal D}$-maximal sets. Although these invariants help us to better understand the${\cal D}$-maximal (...) sets, we use them to show that several classes of${\cal D}$-maximal sets break into infinitely many orbits. Recent times have seen increasing interest in conversational assistants (e.g., Amazon Alexa) designed to help users in their daily tasks. In military settings, it is critical to design assistants that are, simultaneously, helpful and able to minimize the user’s cognitive load. Here we show that embodiment plays a key role in achieving that goal. We present an experiment where participants engaged in the desert survival task in augmented reality. Participants were paired with a voice assistant, an embodied assistant, or no (...) assistant. The assistants made suggestions verbally throughout the task, whereas the embodied assistant further used gestures and emotion to communicate with the user. Our results indicate that both assistant conditions led to higher performance over the no assistant condition, but the embodied assistant achieved this with less cognitive burden on the decision maker than the non-embodied assistant. We discuss implications for the design of intelligent collaborative systems for the warfighter. (shrink)

As we navigate physical (e.g., supermarket) and digital (e.g., social media) systems, we generate personal data about our behavior. Researchers and designers increasingly rely on this data and appeal to several approaches to collect it. One of these is data donation, which encourages people to voluntarily transfer their (personal) data collected by external parties to a specific cause. One of the central pillars of data donation is informed consent, meaning people should be _adequately informed_ about what and how their data (...) will be used. However, can we be _adequately informed_ when it comes to donating our data when many times we don’t even know it is being collected and, even more so, what exactly is being collected? In this paper, we investigate how to foster (personal) data literacy and increase donors’ understanding of their data. We introduce a Research through Design approach where we define a data donation journey in the context of speech records, data collected by Google Assistant. Based on the data donation experiences of 22 donors, we propose a data donation framework that understands and approaches data donation as an encompassing process with mutual benefit for donors and researchers. Our framework supports a donation process that dynamically and iteratively engages donors in exploring and understanding their data and invites them to (re)evaluate and (re)assess their participation. Through this process, donors increase their data literacy and are empowered to give meaningfully informed consent. (shrink)

We apply molecular code theory to a rule-based model of the human inner kinetochore and study how complex formation in general can give rise to molecular codes. We analyze 105 reaction networks generated from the rule-based inner kinetochore model in two variants: with and without dissociation of complexes. Interestingly, we found codes only when some but not all complexes are allowed to dissociate. We show that this is due to the fact that in the kinetochore model proteins can only bind (...) at kinetochores by attaching to already attached proteins and cannot form complexes in free solution. Using a generalized linear mixed model we study which centromere protein can take which role in a molecular code . By this, associations between CENPs and code roles are found. We observed that CenpA is a major risk factor while CenpQ is a major protection factor . Finally we show, using an abstract model of copolymer formation, that molecular codes can also be realized solely by the formation of stable complexes, which do not dissociate. For example, with particular dimers as context a molecular code mapping from two different monomers to two particular trimers can be realized just by non-selective complex formation. We conclude that the formation of protein complexes can be utilized by the cell to implement molecular codes. Living cells thus facilitate a subsystem allowing for an enormous flexibility in the realization of mappings, which can be used for specific regulatory processes, e.g. via the context of a mapping. En estas páginas hemos presentado varios argumentos para defender que existe una conexión entre el empleo de heurísticas y los procesos de deliberación. En lugar de caracterizar las heurísticas en función de las disciplinas, los campos y/o los ámbitos en que se emplean—tal y como hace, por ejemplo, el grupo ABC, i.e. racionalidad ecológica—las hemos proyectado sobre nuestros enclaves deliberativos, esto es, sobre un espacio eminentemente retórico y político. En dichos enclaves, tal y como solía recordarnos Quintín Racionero, la téchne (...) de la persuasión se nos presenta como parte del órganon de la filosofía práctica porque está aplicada a un espacio ontológico fundado por la comunicación humana. Even when they are defined with precision, one can often read and hear judgments about the vagueness of heuristics in debates about heuristic reasoning. This opinion is not just frequent but also quite reasonable. In fact, during the 1990s, there was a certain controversy concerning this topic that confronted two of the leading groups in the field of heuristic reasoning research, each of whom held very different perspectives. G-G Mathematics / Middlesex U.  St. Leonard’s Road, Bengeo, Herts.  ,  .-@.. ne of the fringe figures in British philosophical life during Russell’s early Ocareer was Victoria, Lady Welby (–). Coming in middle age to academic concerns, she was the most receptive person in Britain to the semiotics of C. S. Peirce (–), giving his work (...) some publicity especially in her books What Is Meaning? () and Significs and Language (). After her death much of her library went to the University of London Library; her heavily annotated copies of journals such as Mind and The Monist are worth consulting. Her papers remained with her family until they were purchased from Sir Oliver Welby in  by York University, Toronto. The large collection is stored in  large boxes, with the general reference number -; the archival staff has prepared an excellent catalogue. I sampled the collection in a short recent visit. It divides into two nearly equal halves. One half includes her own manuscripts and essays, sometimes including comments made by friends. Some manuscripts by others, or transcripts thereof (for example, H. G. Wells) were also stored. I looked at the manuscripts related to logic and language, and found that several were composed of transcriptions of her notes typed out on strips and then set in a chosen order by fixing to large sheets with pins. Logic as such did not feature strongly; more prominent were aspects of linguistics or speech practice. Lady Welby strove to popularize the work of fellow enthusiasts for linguistics. In particular, box  comprises her commissioned English translations of several articles published during the s by the logician and philosopher Giovanni Vailati (–), also the earliest follower of Russell’s hero Giuseppe Peano. Presumably Vailati’s and Welby’s deaths prevented the publication of the planned book. The other half of the collection comprises Lady Welby’s extensive correspondence, including copies or drafts of some of her own letters. Attached to many russell: the Journal of Bertrand Russell Studies n.s.  (summer ): – The Bertrand Russell Research Centre, McMaster U.  -  . - letters are partial typewritten transcriptions, presumably prepared by or for her daughter Nina Cust (–) for a two-volume edition. As these transcriptions suggest, the originals were not only selected but also mauled quite a bit; the edition provides only extracts both locally within a letter and also globally across a file. They are organized chronologically in chapters each covering a short run of years, so that any extensive exchange is spread across several chapters. Further, the precise date of each letter is never given. This is a pity, for the full collection reveals an impressive range of serious contacts in the philosophical and other communities, and also with some figures related to her social status (from the aristocratic Stuart-Wortley family, Very Important in those days). Some letters relate to a discussion group which met at her home; first at Denton Manor, Grantham, Lincolnshire, and then during her widowhood in Harrow, London. To Lady Welby herself, one of the most important exchanges was that with C. S. Peirce (–), some of which appeared in the daughter’s edition and since has been published in full. For my interests two other files stood out. One is an intense exchange, especially in , with Mary Boole (–), in which her working relationship with her late husband and their religious stance were discussed. The other exchange was with Philip Jourdain (–); they used to lend each other books and recent issues of journals. When Lady Welby planned a visit in September , Jourdain assured her that a “tyred fly” would be hired to bring her to his home from the railway station, and that it had a large room which should be satisfactory to “you and your maid”. These two also exchanged opinions on recent philosophical literature, including that by Russell, whose work is mentioned in other files. There is a small exchange with Russell himself; both sides are available here, and of course also at the Russell Archives. I review MacAskill's book What We Owe The Future, which makes the case for longtermism, the idea that positively influencing the longterm future is a key moral priority of our time. After summarising it, I raise four challenges to the nature or presentation of his case. First, I point out MacAskill's stated three-premise 'case' for longtermism is not a valid argument. Second, I argue his case is not, as he describes it, 'simple' and 'uncontroversial'; MacAskill brushes over crucial subtleties and (...) mauls a strawman. Third, I am unpersuaded by the argument that we can influence the longterm future; the book does not contain a single example that shows this has happened before, so we should be sceptical we can do so. Fourth, I question the practical importance of longtermism. MacAskill argues we should do more to prevent global catastrophic risks from e.g. AI and nuclear war. Longtermism may give us more reason to care about them but it is neither necessary nor sufficient to make those the priorities. (shrink)

New York: Routledge, 2002. Pp. ix + 169. Cloth $80.00. Georgios Varouxakis is a leader in the new generation of Mill scholars, and his work is exciting and provocative. Well-versed in recent debates over nationalism, colonialism, orientalism, and racism, he aims to address rather than avoid questions about Mill's supposed imperialistic (...) and racist leanings.Although slim and rather costly, Mill on Nationality marks an important statement of Varouxakis's extensive research on Mill. It "offers a study of Mill's attitudes and pronouncements on nationality, patriotism, national character, national self-determination, and related issues, based on a great range of writings, from his major works through his innumerable journalistic articles to his voluminous correspondence. Writings that prove particularly useful and illuminating are those related to France and his constant Franco-British or Franco-English comparisons, as well as his writings on Ireland and the Irish question, the Celtic peoples more generally, India, and, last but far from least, his pronouncements on Englishness, the "English national character," and his recipes and subtle strategies aimed at its education and "improvement" (5).The book delivers. If the prose at times suggests a lightly reworked dissertation, Varouxakis does nonetheless cheerfully maul scores of commentators on Mill whose works betray a less-than-intimate familiarity with the Mill corpus—e.g., everyone from Will Kymlicka to Bhiku Parekh. Varouxakis's criticisms reflect his methodology; he aims to trounce "misinterpretation due to lack of adequate contextualization and to insufficient conversance with Mill's overall thought" (8). But as with so many champions of this approach, he plainly adores the subject of his hermeneutical efforts, who emerges as a very bright light amid the dimness of later commentary on him. Referring to a passage from Mill's Inaugural Address to the University of St. Andrews, he writes that this "is impressive indeed: the thinker who is associated (wrongly) with so-called elitism, asserts that as complex an area of policy as foreign and international policy should be under the close scrutiny of the citizens and that it is a gross dereliction of duty if citizens fail to scrutinize their country's foreign policy and international comportment using as an excuse that international law is too complicated to understand. This is a very demanding conception of citizenship and a very lofty and high-minded perception of what constitutes a good citizen and a good patriot" (125-6). That it remains a relevant one is clear—indeed, "Mill's conception of the relationship between obligations to country and obligations to mankind was close to that of [Martha] Nussbaum" (118). For both, patriotism is commendable only when it conduces "to the interests of the whole of humanity" (116).As for racism, one of the most explosive issues in Mill studies, Varouxakis helpfully urges that discussions "about national and... cultural characteristics were, in Victorian Britain, inextricably associated with discussions about 'race,' and the term, 'race,' was often substituted for nation, nationhood, or national character" (39). Mill often used the term "race" in a loose way, discussing national characteristics "without reference as to whether they were biologically inherited or simply cultural traits occurring in these groups" (41). Moreover, "while accepting vaguely that racial origin is one of the factors influencing the formation of national character, Mill went further to establish that racial predisposition in itself could prove nothing and was liable to be modified out of any recognition through the agency of circumstances such as institutions, historical accidents and human effort" (43). In fact, for all his criticisms of the historical naiveté of the Enlightenment, Mill, in such mature works as The Subjection of Women, offered "not only a theoretical rejection of biological determinism, but also... an unequivocal belief in the malleability of human nature and therefore in the improvability of the character of various nations" (47).To be sure, disturbing questions remain. Traditional views of rationality posit general-purpose decision mechanisms based on logic or optimization. The study of ecological rationality focuses on uncovering the “adaptive toolbox” of domain-specific simple heuristics that real, computationally bounded minds employ, and explaining how these heuristics produce accurate decisions by exploiting the structures of information in the environments in which they are applied. Knowing when and how people use particular heuristics can facilitate the shaping of environments to engender better decisions.

The formation of DNA photoproducts by ultraviolet (UV) light is responsible for induction of mutations and development of skin cancer. To understand UV mutagenesis, it is important to know the mechanisms of formation and repair of these lesions. Cyclobutane pyrimidine dimers and (6–4)photoproducts are the two major classes of UV‐induced DNA lesions. Their distribution along DNA sequences in vivo is strongly influenced by nucleosomes and other DNA binding proteins. Repair of UV photoproducts is dependent on the transcriptional status of the (...) sequences to be repaired and on the chromatin environment. Sensitive techniques are now available to study repair of UV damage at the level of nucleotide resolution in mammalian cells. With the aid of in vitro systems, the entire nucleotide excision repair process has been reconstituted from purified protein components with naked DNA as a substrate. Future work will focus on the development of in vitro assays for transcription‐coupled repair and repair in chromatin. (shrink)

This note addresses the issue as to which ceers can be realized by word problems of computably enumerable (or, simply, c.e.) structures (such as c.e. semigroups, groups, and rings), where being realized means to fall in the same reducibility degree (under the notion of reducibility for equivalence relations usually called “computable reducibility”), or in the same isomorphism type (with the isomorphism induced by a computable function), or in the same strong isomorphism type (with the isomorphism induced by a computable permutation (...) of the natural numbers). We observe, e.g., that every ceer is isomorphic to the word problem of some c.e. semigroup, but (answering a question of Gao and Gerdes) not every ceer is in the same reducibility degree of the word problem of some finitely presented semigroup, nor is it in the same reducibility degree of some non‐periodic semigroup. We also show that the ceer provided by provable equivalence of Peano Arithmetic is in the same strong isomorphism type as the word problem of some non‐commutative and non‐Boolean c.e. ring. (shrink)
